Job Description

Summary

The Safety and Health Program Manager is responsible for overseeing the safety program to ensure that all work, both preventative and remedial maintenance, is conducted safely and in compliance with applicable safety standards. This individual will be responsible for creating and maintaining the Accident Prevention Plan (APP) for the Task Orders (TOs), ensuring safety training is properly documented, and making certain that all Site Safety and Health Officers are performing their duties. The Program Manager will also be the primary contact for safety concerns and will be expected to attend on-site meetings when necessary.

 

This position is contingent upon contract award


Responsibilities

  • Develop, implement, and oversee the safety and health program, ensuring compliance with all applicable safety standards, including EM 385-1-1, OSHA, and NFPA requirements.
  • Manage the safety training program, ensuring that all personnel receive the necessary training and that records are maintained properly.
  • Ensure that all Task Orders (TOs) are performed safely and that Site Safety and Health Officers fulfill their duties effectively.
  • Coordinate and conduct safety inspections at project sites, ensuring a safe work environment for personnel working in warehouse and high-occupancy administration buildings.
  • Ensure that the Accident Prevention Plan (APP) is updated regularly and is always available at the job site.
  • Provide oversight to the Site Safety and Health Officers to ensure compliance with safety regulations.
  • Collaborate with the COR and other stakeholders to address safety concerns and take corrective actions as necessary.
  • Provide written reports and documentation of safety activities and incidents, ensuring timely submission to the COR.
  • Be available for on-site meetings regarding safety concerns.
  • Other duties as assigned

Qualifications

  • Three (3) years of experience as a Site Safety and Health Officer on projects of similar size, scope, and complexity, including past Federal Government projects.
  • Experience in ensuring that workers are properly trained in safety practices, with demonstrated low numbers of lost-time accidents.
  • Experience conducting safety inspections and implementing corrective actions to address identified safety issues.
  • Fully knowledgeable of all Government safety requirements as set forth in the PWS, EM 385-1-1, OSHA, and other relevant publications.
  • Experience with developing and maintaining the Accident Prevention Plan (APP), Job Hazard Analysis (JHA), and Activity Hazard Analysis (AHA).

Knowledge, Skills and Abilities:

 

  • Extensive knowledge of federal, state, and local safety regulations, including OSHA standards, EM 385-1-1, and NFPA codes.
  • Ability to effectively manage and coordinate a safety program across multiple project sites.
  • Strong leadership and communication skills to provide clear safety guidance and address concerns.
  • Ability to quickly identify safety hazards and implement corrective actions to mitigate risks.
  • Proficiency in using safety documentation tools and maintaining up-to-date records.

Estimated Salary/Wage

USD $100,000.00/Yr.
