THIS POSITION IS CONTIGENT UPON BID AWARD

 

The Facility Engineer will manage maintenance activities, construction projects, and will ensure compliance with health and safety regulations; guide and oversee the maintenance, reconfigurations, or modifications of machinery, structures, and equipment; optimize facility operations; keep facility operations efficient and cost-effective by managing or meeting infrastructure needs; ensure that facility regulations, safety standards, and building codes are met while performing work in the facility.


Responsibilities

  • Inspect buildings and facilities to identify any issues related to structural, electrical, plumbing, or other systems.
  • Develop and implement predictive, preventive, and demand maintenance procedures for maintaining building infrastructure, assets, and equipment
  • Monitor systems performance and functionality, making recommendations for improvements or upgrades
  • Coordinate with external contractors and internal teams for repair and maintenance works
  • Ensure facilities meet compliance with laws and regulations
  • Monitor consumption and manage efforts to reduce energy usage and cost
  • Manage waste disposal and recycling systems
  • Document procedures, incidents, maintenance activities and keeping an inventory of all building components and equipment
  • Address emergency issues promptly and coordinating swift responses
  • Ensure the building meets health and safety requirements and that facilities comply with legislation
  • Keep financial and non-financial records
  • Perform analysis and forecasting
  • Develop and implement preventive maintenance procedures for maintaining building infrastructure and equipment
  • Develop and maintain proactive working relationships with team members, vendors, management, and other departments
  • Monitor and report program execution status with Project Manager and CRS leadership.  
  • Plan, implement, and maintain infrastructure and equipment of buildings and facilities
  • Analyze operational processes, resource allocation, energy use, and safety processes
  • Supervise predictive, preventative routine and demand maintenance and repairs of building systems
  • Establish and monitor detailed workflows and resourcing plans, set deadlines, assign responsibilities, resolve conflicts, and manage progress with confidence.
  • Review, approve, and report project resources time allocation and correlating invoice processing
  • Foresee a project's obstacles, risks, and constraints and effectively plan around them.
  • Provide weekly status reports that inspire as well as capture progress and issues.
  • Provides proposal writing and editing expertise to Proposal Management team on federal government procurement opportunities.
  • Other duties as assigned.

Qualifications

  • Bachelor’s degree in Engineering, Information Systems Management, Operations Management, or equivalent.
  • Minimum four (4) years of managing large commercial properties and/or facilities maintenance or equivalent related functions. 
  • Minimum one (1) year of experience using Computerized Maintenance Management System (CMMS)
  • Minimum one (1) year of experience managing a LEED-certified complex, ISO 9001, or other third-party organizational certifications
  • State Issued Driver’s License
  • Project Manager Professional Certification, Preferred.
  • Possess an Active DOD Top Secret Clearance
  • Possess and maintain an Active DOE Q Clearance (Top Secret) Preferred

Knowledge, Skills and Abilities

  • Knowledge in operations and maintenance of facilities (Structural, Mechanical, Electrical, and Grounds), utilities (Water & Sewer), installed building equipment, construction and renovation, and high voltage distribution systems.
  • Experience with procurement and negotiation with contractors on who they are hiring to perform facility maintenance
  • Highly qualified and possess general supervisory operation maintenance experience.
  • Must understand ISO and quality management system program-level functions.
  • Ability to obtain a DOE Q Clearance (Top Secret)

  • While performing the duties of this Job, the employee is regularly required to sit and talk or hear. The employee may use repeated motions that include the arms, wrists, hands and/or fingers. The employee is occasionally required to walk, stand, climb, balance, stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision.
