Job Description

Chenega Services & Federal Solutions, LLC, a Chenega Professional Services’ company, is looking for a highly experienced Continuity of Operations (COOP) and Continuity of Government (COG) Senior Program Manager. This pivotal role demands extensive expertise in Federal Government Continuity Programs, coupled with a strong background in Information Technology (IT), Technology, and Engineering. The successful candidate will be instrumental in developing, implementing, and managing a robust continuity framework to ensure the uninterrupted performance of essential functions during a wide range of emergencies and disruptions.

Responsibilities

  • Develop, implement, and oversee a comprehensive COOP and COG program, aligning with federal directives, policies, and mandates, including establishing overarching strategies, policies, and procedures to support the program.
  • Lead the identification, analysis, and validation of National Essential Functions (NEFs), Primary Mission Essential Functions (PMEFs), and Mission Essential Functions (MEFs) critical to the client’s mission, while ensuring that these functions can be continued throughout or resumed rapidly after a disruption. This will involve conducting Business Process Analysis (BPA) and Business Impact Analysis (BIA).
  • Drive the implementation of all federal continuity requirements, including:
    • Orders of Succession: Establish and maintain formal, sequential listings of positions authorized to assume leadership roles during emergencies.
    • Delegations of Authority: Ensure clear identification of authorities for decision-making across all organizational levels during disruptions.
    • Continuity Facilities & Communications: Oversee the development and maintenance of alternate operating facilities and resilient, redundant communication systems to support essential functions.
    • Vital Records Management: Ensure the identification, protection, and ready availability of essential electronic and hard copy records, information systems, and data needed to support essential functions.
    • Human Capital: Develop strategies for identifying, designating, and managing continuity personnel, including Executive and Senior Leadership, Continuity Personnel, and Devolution Personnel.
  • Lead, manage, oversee, and direct the four phases of continuity operations:
    • Readiness and Preparedness: Lead activities such as plan development, risk identification and management, and incorporation of preparedness measures into daily operations.
    • Activation: Manage the activation of continuity plans and procedures in response to events, including alert, notification, and personnel accountability.
    • Operations: Oversee the execution of continuity strategies at alternate locations or via telework to ensure continued performance of essential functions.
    • Reconstitution: Direct the process of returning to normal, sustainable operations following an incident, which may involve resuming operations at original or new facilities and adjusting functional approaches.
  • Provide expert guidance and leadership in;
    • Continuity of Government (COG): Ensure clients alignment with coordinated efforts across executive, legislative, and judicial branches to maintain essential government functions.
    • Devolution: Develop and implement plans for transferring statutory authority and responsibility for essential functions to alternate staff and locations to sustain operations.
    • IT Disaster Recovery (DR): Lead and coordinate IT disaster recovery efforts, ensuring the availability, resiliency, and redundancy of communication and information systems critical for continuity operations. This includes familiarity with Disaster Recovery Plans (DRPs) and Information System Contingency Plans (ISCPs).
    • Reconstitution: Specifically manage the planning and execution for the recovery of the organization, ensuring an executable plan for returning to normal operations.
  • Plan, coordinate, and execute comprehensive tests, training and exercises (TT&E) activities to validate the viability of continuity plans and familiarize personnel with procedures. Participate in agency-wide and federal exercises.
  • Implement and manage a continuity program management cycle that includes developing plans, conducting testing, training, and exercises, performing evaluations and after-action reports, and developing improvement plans.
  • Foster strong partnerships and coordinate with federal, state, local, tribal, and private sector entities to ensure integrated continuity capabilities.

Qualifications

  • Bachelor’s degree in Business Continuity, Public Administration, or related field
  • 8+ years of experience in continuity of operations, emergency management, risk management, or related fields.
  • Demonstrated senior-level experience in developing, implementing, and managing continuity programs within a U.S. federal executive department or agency.
  • Extensive knowledge and practical experience in all facets of COOP and COG, including essential functions, orders of succession, delegations of authority, continuity facilities and communications, vital records management, human capital, TT&E, devolution, and reconstitution.
  • A strong senior background in IT, Technology, and/or Engineering, including:
    • Experience with the design, implementation, and management of resilient and redundant IT infrastructure and communication systems necessary for continuity.
    • Understanding of IT disaster recovery planning (DRP) and information system contingency planning (ISCP).
    • Ability to integrate technology solutions and engineering principles into continuity planning and execution.
    • Knowledge of how IT and technology support the continuation of essential functions during disruptions.
  • Proven ability to conduct business process analyses and business impact analyses to identify critical functions, resources, interdependencies, and vulnerabilities.

 

Knowledge, Skills and Abilities:

  • Exceptional leadership skills with the ability to manage complex programs, lead working groups, and communicate effectively with senior leadership, staff, and external partners.
  • Thorough understanding of relevant federal continuity directives, policies (e.g., NSPD-51/HSPD-20, Presidential Policy Directive-40), and mandates to ensure regulatory compliance.
  • Certifications in continuity, emergency management, or related fields (e.g., CBCP, MBCP) preferred
  • Experience with federal assessment processes by FEMA for continuity readiness preferred
  • In-depth knowledge and practical experience across all four phases of continuity operations

Final salary determination based on skill-set, qualifications, and approved funding.
