Job Description

Summary

The Facility Manager serves as the senior on-site representative of the Contractor at an assigned DOT Headquarters building. Acting with delegated authority in the absence of the Project Manager (PM) or Deputy Project Manager (DPM), the Facility Commander provides day-to-day leadership, oversight, and coordination of all contract personnel at the assigned location. This position is responsible for ensuring effective shift supervision, contract compliance, and the daily execution of security operations. The Facility Commander plays a critical role in first-line leadership and is essential to maintaining continuity of operations, professional standards, and mission readiness..

 

This position is contingent upon contract award


Responsibilities

  • Serve as the senior on-site Contractor representative at the assigned facility. 
  • Act with delegated authority in the absence of the PM or DPM for day-to-day matters. 
  • Provide general supervision of all shifts and security personnel assigned to the specific headquarters building. 
  • Ensure contract compliance, operational readiness, and proper execution of post orders. 
  • Oversee daily performance of contract staff and provide first-line leadership and support. 
  • Monitor workforce attendance, post coverage, and adherence to government and company policies. 
  • Coordinate directly with government personnel as needed to resolve routine operational issues. 
  • Complete all required reports, logs, and communications related to post activity and personnel performance. 
  • Ensure timely completion of contractor-required training, including supervisory development programs. 
  • Maintain FPS A-9 Armed Contract Security Officer (ACSO) certification at all times. 
  • Other duties as assigned

Qualifications

  • A minimum of five (5) years of combined experience in law enforcement or a security-related field. 
  • At least three (3) of those years must be in a supervisory capacity. 
  • Two years of college in any field of study, or substantial and credible experience in law enforcement, military, or business management. 
  • Must be certified as a Federal Protective Service (FPS) A-9 Armed Contract Security Officer (ACSO). 
  • Must successfully complete a Contractor-provided, COR-approved supervisory training class. 
  • Must be able to pass a Tier 2 background investigation and meet all federal suitability requirements prior to assignment. 
  • Strong leadership, communication, and organizational skills with the ability to supervise multiple shifts and coordinate site operations effectively. 
  • Must be able to pass Physical Abilities Test. 
  • Must be able to pass Medical and Physical Screening. 
  • Must be able to pass Minnesota Multiphasic Personality Inventory (MMPI) (Behavioral Analysis). 

 

Knowledge, Skills and Abilities:

  • Skill in operating a personal computer and standard office equipment. 
  • Must have knowledge of a variety of computer software applications in word processing, spreadsheets, database, (MSWord, Excel, Access, PowerPoint), and Outlook 
  • Must write clearly and informatively; edit work for spelling and grammar; vary writing style to meet needs; present numerical data effectively; able to read and interpret written information
