The Hazardous Waste Technician will be responsible for proper and adequate management and operation of installation HW facilities in accordance with 40 CFR (Parts 260-266, 268, 270, 273, and 279), State of Florida HW Regulations, Pollution Prevention Act, related DoD and AF directives (including AFMAN 32-7002), and the installation Hazardous Waste Management Plan.


Responsibilities

  • Management/accomplishment of waste pickup and the 90-day Hazardous Waste Accumulation Point (HWAP)/Hazardous Waste Storage Facility (HWSF).
  • Provides administration of the HW module in the EESOH-MIS database, general HW operations, and Industrial Recycling processes.
  • Assists with waste sampling and properly completes Chain of Custody documents.
  • Maintains compliance with all AF policies and goals on HW reduction.
  • Prepares HW containers for shipment and coordinates with transport/disposal contractors.
  • Tracks all movement of HW off-site using EESOH-MIS.
  • Provides management of non-hazardous industrial and special waste, used oil, and off-spec fuel; waste consolidation/lab packing, waste turn-in/preparation for shipment, pick-up of waste for transfer to central accumulation area.
  • Evaluates compliance of installation Satellite Accumulation Points during waste pick-up.
  • Tracks all HW containers from time of generation until they reach the ultimate disposal facility.
  • Management of the 90-day Central Accumulation Point/Hazardous Waste Accumulation Site and/or TSDF. Includes waste consolidation, segregation of HW, management of used oil and off-spec fuel, screen used oil, waste turn-in, facility inspections (at least weekly), container inspections (at least weekly), testing of equipment (at least monthly), contingency planning, preparation for shipment, housekeeping; new, used, and unusable container management; and facility maintenance work orders.
  • Submits weekly list of containers awaiting shipment that have exceeded 45-days of storage time.
  • May be required to provides contract Spill and Release Consultation Support efforts.
  • May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays when assigned.
  • Provides spill investigation support, communicate with the Environmental Element, and enter/update data in EASIER database.
  • Inventory and maintain supplies to support the HW requirements.
  • Conducts various environmental sampling, activities.
  • Performs waste characterization, and waste profile generation.
  • Completes and maintains required training.
  • Other duties as assigned

Qualifications

  • High school diploma or a GED.
  • Minimum one (1) year of relevant work experience in Hazardous Waste operations including packaging, labeling, and storing.
  • Current OSHA 29 CFR 1910.120, Hazardous Waste Operations and Emergency Response Training/Refresher
  • Current Department of Transportation (DOT) certification
  • Current RCRA certification
  • Possess a valid Driver’s License

Knowledge, Skills and Abilities:

  • Experience in management of Hazardous Waste and DoD hazardous waste operations.
  • Ability to safely move and load extremely heavy drums and containers, in excess of 400 pounds, with provided material handling equipment.
  • Ability to follow established procedures and carry out assignments independently, although work is primarily in an office environment that is adequately lighted, heated, and ventilated, incumbents may be subjected to rain, cold, bright sun etc.
  • Ability to obtain a NACI.
  • Ability to obtaining a valid commercial driver’s license with the “H” endorsement should the requirement become necessary.
  • Knowledge of Microsoft software products is required to include Excel and Access.
  • Knowledge of the HW Management regulations and DOT HM regulations within the state.
  • Military Hazmat/Hazardous Waste experience preferred.
  • Knowledge of EESOH-MIS and/or relational databases is preferred.
  • EESOH-MIS specific training preferred.
  • Knowledge of Material Safety Data Sheets/Safety Data Sheets and Hazardous Material identification and management preferred.

  • While performing the duties of this Job, the employee is regularly required to sit and talk or hear. The employee may use repeated motions that include the arms, wrists, hands and/or fingers. The employee is occasionally required to walk, stand, climb, balance, stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision.
